High Voltage Mode supplying External Circuitry

When running in High Voltage mode, it specifies a maximum of 7mA of external power draw on the Vdd output.  It also specifies the voltage accuracy of -10%/+5%.  This is a very wide range.  That is, if I set it to 1.8v, it could be as low as 1.62v, which would be too low for a lot of 1.8v logic chips (usually 1.7v min).  Is this voltage range conservative, or could we expect this much variation part to part?
