Are you using the Toolchain Manager to open SES, or do you have it installed independently?
If you have it installed independently, make sure that the path to Python3 is added as a PATH. Which OS are you using?

Yes, you need to set the path to your python installation as a global environment variable.
How to do this depends on what OS you are using, which I can't tell from your pictures.
Yes. In the Windows menu search for "Edit the system environment variables" -> Advanced -> Environment Variables... -> System variables -> Double click on "Path" and make sure the path to Python is in there and that it is the correct version.
