how sim card attach network when using connectivity partner

hi support team，

customer have one question, when 9160 attach the network, which one does it choose (the best signal or the first base tower discovered)? 

especially when using MNO sim card in Europe or America.

if not signal first, if can customer choose which network to connect?

If the UE has not seen these networks before, it will be based on best signal when searching.

You can do a discovery and specify network with for instance AT+COPS:

"https://www.emnify.com/en/resources/multi-imsi", this is the sim card information that customer provided, we don't have such kind of information in china,i could not judge if this kind of sim card will have impact on our 9160 product

My apologies for my former answer.

Yes, that is true, based on what the vendor populates in this list. Home PLMN and Visitor PLMN (which holds MCC/MNC) can be populated by the vendor to avoid the scenario that you asked about, where the SIM will then instruct the UE which to priorize.
