Why is TX power +8dBm from nrf52840 reduced to +3dBm for nrf5340

Hi,

what is the reason that the TX power of +8dBm of nrf52840 was reduced to +3dBm for nrf5340?

Does this mean that the transmission distance is almost reduced to half?

Not everyone are using 8 dBm and having more output power means a more complex and more power hungry PA.  6 dB less power is half the range.
