nrfjprog and Segger J-Link ARM power

Is there a way to prevent nrfjprog from disabling target power from the J-Link when programming? I've tried setting power on perm but to no avail, nrfjprog powers down my board, and then (predictably) fails to program it.

I was not aware that nrfjprog disables target power, how did you identify this? and when exactly does it power it down?
