Is there any bootloader debugging utility/tool for BL653 / nrf52833.?

If you are using the nRF5 SDK, then it includes bootloader libraries that are demonstrated by the bootloader examples. If you are using the nRF Connect SDK that includes MCUBoot which is demonstrated for instance by the SMP Server Sample.
I am not sure about the link between bootloader and debugger though. Perhaps you can elaborate?
