The PC control nrf52840 dongle with SDK or API

I am now using nrf52840 dongle and want to develop a software to control dongle like NRF connect desktop software, such as scan devices, connect device with passkey, read or write the characteristic value.Is there any SDK or API for controlling dongle?

Yes, there are some options available for you. I would recommend you to take a look at the pc-ble-driver and the connectivity firmware with Nordic USB CDC that you would use to pair it with the nRF52840 Dongle (see under the supported development kits).
