Yes, this should be 62 ms according to the product specification. (I've measured this to about 56 ms).
See the nRF8001 Product specification section 7.1.3.1, the RDYN line goes low as soon as the Device Started Event is ready to be clocked out from the nRF8001
Yes, according to the datasheet:
the RDYn level is valid after 62 ms from reset or wake up.
Also note that:
the RESET line should be held low for a minimum duration of 200 ns for the nRF8001 to reset.
