JLINKARM_DLL_NOT_FOUND on Programmer and LTE Link Monitor

I'm using a nRF9160-DK (PCA10090) but I can't see connected device on Programmer (v2.0.0) nor LTE Link Monitor (v2.0.0), both installed and launched through nRF Connect for Desktop (v3.9.0) on Windows 10 64-bit OS.

On both tools I see the following error in the log after launch: Failed to get the library versions: JLINKARM_DLL_NOT_FOUND

I can see three COM ports from other terminal emulators and also SES tool is working correctly.

Attached the two log files at the launch of the tools with issues.

I tried re-installing SEGGER JLink and now it works.
