nRF9160 power cycle is required to establish NB-IoT session

Hi,

we are getting during NB-IoT attach (full AT dialogue below) for some nRF9160 SIPs:

URC: +CNEC_ESM: 29,0
URC: +CNEC_EMM: 19
URC: +CEREG: 2,"B414","000F6E21",9,0,19

nRF9160 stays in this state (unable to attach) longer than time affordable for testing after HW assembly (before shipping to customers).

RESET through RESET pin or AT%XFACTORYRESET=1 does not help.

The only reliable way we found is nRF9160 power cycle, after power cycle nRF9160 attach immediately (first try).

How can we reset nRF9160 state without power cycle please ?

Because LiSoCl2 chemistry of battery we are using supercaps in nRF9160 power source and it is not feasible to discharge them for tests.
