I would like to use an nRF8002 in a proximity detection application. I would like to be able to send a request/command to the device to start a continuous or rapid transmit of dummy data, until a stop command is sent. Thanks.

The nRF8002 is a restricted system-on-chip made for typical keyfob applications. By this I mean that it only supports a given profile (proximity) and a given set of configurations. The nRF8002 cannot be programmed to do the specific task you ask about.
For a "burst of data"-application using BLE, you will have to look at either the nRF8001 or the nRF51822.
