NRF9160-SICA-B1A-R vs NRF9160-SICA-R

Hi we are in the preproduction phase and we see that in the market there are two order codes NRF9160-SICA-B1A-R and NRF9160-SICA-R.

Looking at the datasheet it looks like the second misses the "Build code" field of the order code that for the first one is B1A.

Could this mean that NRF9160-SICA-R is an older hardware version than NRF9160-SICA-B1A-R?

Yes, that is correct. NRF9160-SICA-R is the now discontinued rev 1 (B0A), described in PDN 037. NRF9160-SICA-B1A-R is the new rev 2.
