1.Which platform is recommended for developing Bluetooth mesh, nrf5-sdk-for-mesh or NCS?

Both work and will be actively maintained. For any new development NCS is recommended, as it will be actively worked on, get new features, etc. It is essentially the future proof option.

2.What is the difference between nrf5-sdk-for-mesh and NCS?

The nRF5 SDK for Mesh builds upon the nRF5 SDK. There are some features for Mesh in nRF5 SDK for Mesh that aren't in NCS (yet), such as for instance the proprietary Mesh DFU.

3.What is the update plan for Bluetooth mesh in nrf5-sdk-for-mesh and NCS?

In nRF5 there is none, it will only be maintained. In NCS however, it will get more features and improved. For further details about our roadmap for this however, you would have to contact your local Regional Sales Manager.
