This could happen if the new SDK version is trying to get installed in the folders of the previous versions or when you try to install in folders where there are partial remains of previous version. Could you try to install into a fresh folder? For eg, you could install into different folders as shown below:

I tried to reinstall a few times, same result. I then uninstalled NRF Connect and installed a previous version V3.9.2
Problem went away.
