BLE Mesh on smartphone application

Hi, I have a University group project which required us to build software on Android devices. Basically, this project requires us to build software based on BLE Mesh between smartphones devices. So when a group of devices (smartphones), come near to each other and a connection is made, a sound snippet will play simultaneously.

The question we have now is, we read some article mentioned that BLE Mesh can’t be used on smartphones yet and because the online resources about Mesh mainly are about controlling devices like lighting etc. So we want to confirm, can smartphones form a Mesh network? And is it possible for us to build it? Is there any resources or code references that can possibly help us with this project? Thanks a lot for the help.

Do you want to design and develop a Mesh network only consisting of smartphones?

Or are these phones going to act as nodes and do X while in the close proximity of an existing network?
