Is there an comparison of the power consumption to attach and transmit to a newtork using PSM vs turning modem on (cold boot)?

Speaking with various MVNOs, not all carriers support PSM or eDRX when roaming, so I am interested in the time and wattage consumed transitioning 
from PSM --> to ready to transmit
and
from modem off --> to ready to transmit

Understanding that the current consumption in PSM is very low, I'm just interested in the time and current it takes for network attach, registration, etc.

I read in the forums that it is costly to connect to the network from cold but I'd love to actually see numbers if they are available:

* x Watts modem off to complete boot (ready to send/rx)

* y Watts PSM to full functionality (ready to send/rx)
