NCS1.8.0 change to NCS1.9.0,got error,VS Code

Hello,

Windows10  X64  VS Code,nRF5340-DK;

when i change NCS1.8.0 hello_word to NCS1.9.0,got error

it can build complete,but can't flash to chip.

i've remove build,and readd it .

using comand "west flash --erase" can download to flash,

but click the button [Flash All Linked Devices]  it only build not download to flash.
