Performing Bluetooth operations with nRF52840 dongle using bluetoothctl in Raspberry Pi

Is there a way to perform bluetooth operations using bluetoothctl

The required functionality is:
--- The dongle is plugged into the Raspberry Pi usb
--- The dongle can then be controlled through bluetoothctl to, for example, connect to a phones Bluetooth

Also would it be possible to use multiple dongles with one raspberry pi.

The OS on the Pi is "Raspberry Pi OS Bullseye (Debian)"
