UICC not initialized

Hi all
My device requires NB IoT network to work.
I received a SIM card from a local operator (Vodafone).
For tests, I use the nRF9160-DK board and the at_client application.
But I have a problem with UICC initialization.
I have seen similar threads, but there was no solution to the problem.

I'm sorry to be late with the reply.
The problem turned out to be in the SIM card itself.
Several SIM cards I received were faulty.
Colleagues gave me a working SIM card and everything worked instantly.
