UICC not initialized

Hi all
My device requires NB IoT network to work.
I received a SIM card from a local operator (Vodafone).
For tests, I use the nRF9160-DK board and the at_client application.
But I have a problem with UICC initialization.
I have seen similar threads, but there was no solution to the problem.

    Does the SIM card support NB-IoT? What does the log output from AT Client say? Can you please run "AT+CFUN?" in the LTE Link Monitor and copy the output from the log file?

    What version of the nRF9160DK are you running? Have you updated the modem FW?

    Yes, the sim card supports NB IoT.
    I am using nRF9160 SICA BAA.
    I have upgraded the modem to version mfw_nrf9160_1.2.7.

    90 – Not registered due to Universal Integrated Circuit Card (UICC) failure.

    Have you verified that the SIM is correctly configured by Vodafone? Do you have network coverage at your location? 

    What version of the nRF9160DK are you running? You can find this information on back of the board.

  • What is VDD IO configured to? Are you able to do any measurements on the UICC pins? Note: If you are connecting over NB-IoT and your operator does not support ePCO, select the file that has legacy Protocol Configuration Options (PCO) mode enabled.

    Have a look at the %XEPCO AT Command.

    If this does not help, can you please provide a modem trace
