Bug in TransitionTime of model/common.py on serial interface for nRF5 SDK for Mesh

Hi, I found the decode method in scripts/interactive_pyaci/models/common.py has a bug 

I guess STEP_10S_FACTOR in the line of 79 should change to STEP_10M_FACTOR
