AT command interface library removed in NCS 1.9.1

I noticed that the at command interface library was removed in NCA 1.9.0.    I am trying to update my application from NCS 1.7.1 and need to fix broken dependencies.

Why was this library removed?    What is the replacement? I looked through the release notes:

and there was not information about why it was removed and possible replacements.

For 1.9.0:

• Removed:
o AT command interface library.
o AT command notifications library.

For 1.7.0:
developer.nordicsemi.com/.../release-notes-1.7.0.html
o at_cmd library library has been deprecated in favor of Modem library’s native AT interface.
