Can the phone connect to more than 64 ble devices?

That depends on the phone you're using, as the maximum number of connected devices allowed is something that vendors set themselves and is not part of the BLE specification. We don't have a list of the maximum number for every phone on the market though, so it is up to you to find out the maximum. I would think it says in the phones product specification.
