The error code 0x3401 (BLE_ERROR_GATTS_SYS_ATTR_MISSING) simply means that you are trying to send (notify) data from a characteristic that have not yet been enabled (CCCD not written to by peer), and thereby data can't be sent to the peer. This error can be ignored, since I expect that the peer will eventually enable notification on the characteristic in question.

Does peer manager need to be enabled for solving this issue?

If you want any kind of bonding/security then I would say that peer manager is pretty much mandatory yes.
