Send l2cap latency request?

This article:

atmosphere.anaren.com/.../Android_Issues_With_Bluetooth_Low_Energy

describes an Android issue that they worked around by "send[ing] a second latency request packet after connection" because Android seemed to be ignoring the first one. Is there a way to do that using the SDK / SD110?

    The information provided from your link (atmosphere) is not very clear and specific.

    What is L2CAP latency ? AFAIK it's not something defined in the Bluetooth spec, if it is please let me know. Maybe they were talking about the slave latency ? And the L2CAP connection parameter update request ?

    I haven't seen Android device rejects the first connection parameter update request but accept the second one. I need a sniffer trace to verify this.
