Transmit with 20 dbm in BLE coded phy in Europe?

Based on ETSI regulations, a device needs to be a frequency hopper to be able to transmit with 20 dbm power. This has some considerations, i.e. if the device supports AFH (adaptive frequency hopping) or FHSS, etc.

Ble coded phy supports frequency hopping even in advertising, through extended advertisement. But it is not clear if the other requirements in ETSI are met, e.g. AFH.

Using the nordic softdevice or nrf connect sdk, can we set the transmission power to 20 dbm in coded phy? For both advertisement and connection mode?
