Modem Functionality on nRF9160

Hi, I have a few questions regarding the modem module of the nRF9160 and considerations that might to be made when developing for it:

1. How does the modem determine which eNB to connect to? Is the criteria solely based on signal strength, or are there any other considerations?

2. Is it necessary/possible to adjust the broadcasting strength of the modem module to account for differing signal quality and strengths, or is this done automatically in the background?

3. In the AT commands documentation, AT%NBRGRSRP has a note stating that "Neighboring cell measurements are only valid and available when neighbors are monitored, i.e. current cell quality is low enough.", so I was wondering how "low" is low enough? At what signal strength will the modem start actively searching for other nearby cells?

4. In the event that the currently connected cell becomes out of range, is it necessary to manually program functionality to search and connect to another available cell or is such functionality already implemented into the libraries? Is there a time delay in switching between cells such that the nRF9160 will essentially be disconnected from the network for some period of time?
