When only sampling once per second it makes sense that you won't see the highest spikes when it samples so rarely, you can see that the average current consumption is similar for all of these measurements.

How can I set it correctly? If the maximum value can be collected after 100 times, the following 1000; 10000; 100000; The maximum value of should be the same as that of 100 times, not increasing with the increase of sampling times

As I said, these peaks are noise from the level shifters and/or the USB power source, to mitigate this you can use a "clean" power supply instead. Since these peaks are so narrow, they only get picked up from one of the data points in the 100 000 sampling which is why the top isn't picked up by the lower sampling values.
