Hi,

The Bluetooth specification does not specify any pairing methods which would allow you to use a QR code with static pairing information. I would suggest to you use one of the standard pairing procedures without OOB, particularly if you need it to work Android or iOS. Some android phones support OOB pairing with NFC, but not all.

Yes, SMP is required to support pairing in Bluetooth.
