nRF51822 dongle failed to find the device from Master control panel.

I got the nRF51822 DK and tried hooking up the dongle. I am using Windows 7 32 bit. When I plugged the dongle into a USB port, there is a “JLinkCDCUARTPort（COM19)” added to Ports (COM & LPT) in the PC. But there are also other two devices "Bluetooth Peripheral Device" with a yellow warning icon added. When I run Master Control panel, it can find the dongle but can't find the BLE device. This BLE device can be found from App “Lightblue" from my Ipad. I am hoping somebody else may have seen this issue and have a solution. Thank you, Kenny.

Have you followed the steps in nRF51822 development kit user guide?

Especially section 3.2, step 3a-e under headline "Scan for available Bluetooth low energy devices"
