Backporting Periodic Adv. Scanning to nRF Connect from upstream Zephyr

Hi, we have gotten a bunch of fixes for periodic advertisement scanning and direction finding. Those fixes are required for us in order to release new SW, or development drop SW for our customers to evaluate.

We would like to request those fixes to be backported to https://github.com/nrfconnect/sdk-nrf and https://github.com/nrfconnect/sdk-zephyr it would be enough for now just having them availible on the main branch on those repositores.

Any idea when it will be merged so I can build our application using nRF Connect SDK rather than Zephyr?

It will mostly be done within this week or the next. We still have a few more testing to do.
