So you are using a 3rd device programmed with the CLI sample? Not the coap_client or coap_server? Are you sure that they are configured to be in the same network? Did you try the command "ot router table"? Do you see the other devices in your network there as well?

No, I am using the CLI feature of the coap server itself. You can connect to the UART0 of server to communicate with the CLI. I think both coap server and client has the CLI feature enabled, but as client is a sleepy end device, we cannot readily use it. I will try ot router table tomorrow when I am back at office.

That is weird. I just tested using the coap_server from NCS v2.1.0, and I don't see what you see. Setting the network name using
CONFIG_OPENTHREAD_NETWORK_NAME="MILIEU_OTNET"
The network name is set to MILIEU_OTNET when I test the CLI interface:

(I also checked to see that the channel was set according to "CONFIG_OPENTHREAD_CHANNEL=21")
