For the nRF52832 is it able to send out information to another device such as an app. I am aware that this device can be implemented on an electronical device however my intended purpose is so that it is used coincide a device and the purpose is to relay information to a website or app.

A device with the nRF52832 can send messages to a smartphone through the use of Bluetooth Low Energy (BLE). Is that what you are looking for? In addition to BLE support in our nRF Connect SDK for the nRF52832 end, we also have a library for working with BLE on Android.

If this was not what you were looking for, then please elaborate so that I can point you in the right direction.
