Do you mean the nRF Connect SDK? That is the SDK you should use to develop for the nRF5340 DK. 

Check out https://developer.nordicsemi.com/nRF_Connect_SDK/doc/2.1.0/nrf/gs_assistant.html to see how to install the nRF Connect SDK

If you're just starting out, I would recommend you to go through the DevAcademy nRF Connect SDK Fundamentals course.
