There are two boards, one board is using nRF52833 MCU, the other board is using Nation MCU, if they all follow Mesh Model Bluetooth®︎ Specification, can they work together?

There are two boards,  one board is using nRF52833 MCU,  called A,  it installed generic on/off client model,

the other board is using Nation MCU,  called B, it installed generic on/off server model,

if they all follow Mesh Model Bluetooth Specification, can they work together?

I means after provision A and B,  can A  use generic on/off client model to control B?

Yes, that's correct. As long as the specification is followed, devices from different vendors should work together just fine.
