how to apply whitelist and the total sequence of pairing & bonding

I want to apply whitelist and peer manager to an existing project
Now, the whitelist is not applied, and if you give the 'scan start' command, the scanned device lists are displayed on the serial monitor.
Here we now want to apply a whitelist.

Through the scan parameter setting, only the devices in the whitelist are retrieved.
As I understand it, when whitelist is applied on the central side, out of many advertising devices, the central receives advertising packets from only the devices on the list .
Then, even if there are 10 advertising devices, does scanning recognize only one device in the list?
Or All advertised devices are displayed, but is it possible to connect only one device in the list?

If it is not in the whitelist in the first place, I wonder if it is not possible to scan or only connect?

And when connecting for the first time, there is no information about pairing and bonding parameters, IRK and address, and none of the devices will be in the whitelist.
If so, how can I scan and connect, and the sequence is not well understood.
Can you explain in detail? Looking at the message chart, I don't know.

    Yes, when you do scanning with whitelist filtering, the central application will only receive scan events from devices which are in the list. This may be one, or multiple devices (whitelist can contain up to 8 devices).
