Matter - What does it mean that the Scenes Cluster is provisional?

 This may not be the right forum to post this but I'm not aware of an official Matter/ProjectChip forum where I can post this question. 

While looking though the Matter docs while implementing a Scene cluster I noticed that the Scene cluster is label as 'Provisional'. What does this mean in terms of releasing a product that supports a Scene cluster? If I'm reading the Provisional section (See Below) correctly does this mean currently a product cannot be Matter Certified if it contains the Scene cluster? If so, does Matter have a road map for when this will be certifiable or should I seek out another application layer that can support Scene based control? Is this just stating that the Scene cluster isn't reliable currently?

    I've had a chat with our Matter developers and we've landed on the following:

    I don't think this is right conclusion. You can take a look at https://groups.csa-iot.org/wg/members/document/21624 document but my takeaway from that only provisional features are not certifiable, not the whole device that includes provisional features. They may be implemented, but there's no guarantee that another vendor will make a proper use of that feature because interoperability of the feature is not verified.

    If so, does Matter have a road map for when this will be certifiable or should I seek out another application layer that can support Scene based control? Is this just stating that the Scene cluster isn't reliable currently?

    Ecosystems currently support scenes on their side. That means that scene relationships are configured on the controller side rather than device side
