Does restriction timer run after +CFUN=0?

I have some questions about reset restriction of nrf9160.

Q1. Does the restriction timer(30minutes) still run after +CFUN=0?

Q2. What is the exact meaning of 'after modem initialization'?

       Does it mean after reboot the mcu? or after +CFUN=1?

Q3. What is the exact meaning of 'when the modem has no power'?

       Is it when the VDD has no power? or +CFUN=0 is applied?

Q1. Does the restriction timer(30minutes) still run after +CFUN=0?

Restriction time does not run when CFUN=0. It stores the remaining time for next initialization.

''If the modem is switched off gracefully during a restriction period, the remaining time is stored to NVM, and the timer starts again with the remaining time during the next modem initialization. The timer starts again with the last remaining time that has been stored to NVM.''

''The stored remaining time may still be the initial 30 min if the NVM update has not yet been done periodically or by trigger after the restriction timer has started.'' nRF9160 Modem Reset Loop Restriction (nordicsemi.com)

It is after CFUN = 1 unless LTE_lC_INIT_AND_CONNECT is enabled.
