How to send data from the central to a generic BLE peripheral with level 4 security? Note: I'm using zephyr.

We have a sample sdk-zephyr/samples/bluetooth/peripheral_sc_only at main · nrfconnect/sdk-zephyr (github.com) that enables the Secure Connections mode from the peripheral side. You may try to implement the same configuration from central side?

You can look at this  sample https://developer.nordicsemi.com/nRF_Connect_SDK/doc/latest/nrf/samples/bluetooth/central_hids/README.html , the code here should be same for peripheral also.
