Direct Connection to the dongle - using python

Is there a way to connect and send commands directly using the dongle to the NRF52832?

If so , where can I find a protocol for the communication ?

Okay, in that case what we have is the pc-ble-driver-py serialization library that provides Python bindings for the nRF5 BLE GAP/GATT driver(s). There are already multiple DevZone tickets on how to set it up, so I would suggest searching the DevZone if you have any issues with setup and testing.
