sdk without rf stack fee

May I know if developing using the example of proprietary_rf that does not use BLE in SDK is also subject to a user fee?

(If there is a usage fee, I would like to know the standard and expected amount of the usage fee.)

Also, I wonder if the internal RF stack does not support SDK that can be developed without any fee

    Could you give us more detail about the proprietary RF protocol that you plan to use ? 
    If you don't use BLE and simply use the radio directly or use our proprietary protocol such as Enhanced Shock Burst , you don't have to pay any fee. 
    If you develop your own protocol stack, you don't have to pay any fee. The only fee you have to pay is the price of the chip.
