Enable both Shell and AT command

I'm able to enable AT command and shell command terminal separately on nRF9160 DK.  However, is there anyway to enable both AT and shell command?

1) in prj.conf

CONFIG_SHELL=y   It gives the uart shell CLI terminal, however AT command won't be available. Is there anyway to have both, or it needs some special command to switch between them?

CONFIG_AT_HOST_LIBRARY=y
CONFIG_UART_INTERRUPT_DRIVEN=y

2) in addition, if I set the CONFIG_NRF_MODEM_LIB_SYS_INIT=y, there is no UART shell showing up, but only AT command support, either from LTE_Link_Monitor tool or just Tera terminal tool

CONFIG_NRF_MODEM_LIB=y

CONFIG_NRF_MODEM_LIB_SYS_INIT=n

You could use Modem Shell sample which supports running AT commands from the modem shell terminal.
