current consumption when flashing the chip

hi everyone.

we designed a custom board for nrf 51822QFAA chip and we flash the chip by using nrf51 DK debugger with tag-connect cable. when i flash the chip(using keil or nrfGo studio), we noticed that current consumption is around 1.2 mA but if we press reset button on the development kit(still tag-connect cable is in contact with custom board), consumption decreases to normal values. in earlier times we thought this was our mistake but when we try the same application for development kit(nrf51 DK by removing SB9 and current consumption) state was the same. In the same way, pressing reset button decreased current consumption for development Kit. In addition, removing and mounting the battery(from our custom board) again solves our problem.

Can anyone explain me why this problem is originate in and how i can solve this problem simply.
