The "nrf_modem_at_cmd"-function is in "nrf_modem_at" library: https://developer.nordicsemi.com/nRF_Connect_SDK/doc/latest/nrfxlib/nrf_modem/doc/at_interface.html#initialization

Can it be that you're using the wrong function name?

I believe that method of searching only searches the workspace, ie the folders you have open. I don't think it searches the entire ncs installation.

What is the program you are trying to compile? Is it your own or is it a sample?

Perhaps you want to use nrf_modem_at_printf or nrf_modem_at_cmd?
