nRF Toolbox for Windows 8.1?

Does Nordic provide a version of nRF Toolbox or similar to run under Windows 8.1 (not Phone)?

If not, can anyone recommend any free general-purpose tools or utilities that can be run under Windows to experiment with BLE?
