NCS v2.3.0 nrf52840

In nrf Mesh app I don't see node name ads

CHAT example give me error

<err> bt_settings: bt_settings_init: settings_subsys_init failed (err -33)
00> Bluetooth init failed (err -33)

What's the matter? How to fix?

I reinstalled the whole environment, deleted and added again Build configuration, and the error is gone.
