FCC is the regulatory standard for the US, and ETSI (CE) is the regulatory standard for Europe. I would think that there is a such standard for India as well.

Regarding selling non-certified Bluetooth product: It is not allowed to sell a non-certified Bluetooth product or a non-certified Bluetooth compatible product.

The nRF52832 with the S132 softdevice is a Bluetooth qualified design, and has a QDID. The process for qualifying a design based on a product with a QDID can be found here.

  • Thanks for your answer :) It is possible to develop and sell BLE devices without BLE logo and qualify it later. ? I can not abble to pay thousand of $$$$ for startup project.

    Nordic is qualified link text

so what is the advantages for me ?

Yes, the fee for qualifying a BLE device is quite high. However, there is a "Innovation Incentive Program" with lower qualification fee if your startup meet the requirements for that program, see this page for the various fees.

Instead of designing your own design with the nRF52, it can be an option to look at 3rd party modules. The list of 3rd party modules can be found here. The benefit of using a module is that they are already qualified for various regulatory standards, and it is not necessary to do a RF-PHY re-test (part of the BLE qualification). It can be useful to have a look at this thread as well.

  • Can you please provide me samples of Test Declaration and Test Evidence Reports. I m new for all this system. I m a programmer. How does nordic help me for my Custom board design. Already developed hardware and now working on Software part. Its only one time payment for Listing & Declaration Fees ? or yearly ? and what about BQE, BQTF compulsory ?

The "test declaration and test evidence reports" are not needed when you are using a qualified design (nRF52 + S132). The Listing and Declaration Fees are one time payments. Regarding BQE and BQTF, you can take a look here.

Note: From the "qualification & listing" page, you should use the declaration method described under "start here if your are using someone else's bluetooth...".

On the hardware side, you should make sure that the design follows the PCB design guideline rules from this tutorial. When you have made sure that your design follows the design guideline rules, you can create a support case from nordicsemi.com for a layout review.
