That's just To Be Announced.

I am not sure about your question. NR+ is a protocol in itself and it does support IP and maybe you might be able to create your own proprietary IP based protocol.
3) How is the signal to noise(SNR) for the DEC NR+ in different frequencies?
I don't think can share these numbers at the moment.

For the DEC NR+ application, is there any actual testing report for the distance between two nRF91 device( two NR+ Node) ?

We cannot share any documentation as yet, but on MWC(Mobile World Congress), we have got up to 6km in open air during the tests.
