I haven't registered for a callmapper service but the one below offers an API.
https://opencellid.org/ requires MCC, MNC, LAC and CELL ID.
I did the following.
Convert cell_id
06223A0C from hex to decimal -> 102906380 for Cell Id
Split plmn 20610 into 206 for MCC and 10 for MNC
Convert tac 5334 from hex to decimal -> 21300 for LAC
This gives me an LTE cell tower at N51.064273 E4.495773 somewhere between Brussels and Antwerp.
