What is the problem with this error, I think the problem is not getting   #include <zephyr.h> liberary, if it is how to fix it. any recommendation is appreciated

I'm not sure what you are trying to build, so it's hard to say what is causing this. Can you try to give some more information about the problem?

the board i am using is actinius_icarus_ns, i am using mqtt, lte modem and gps at  the same time.

Where did you get this sample? Is it based on a Nordic SDK sample? What makes you think this should build in the first place?

Also, NCS 1.5 is really old. You might consider upgrading to a more recent release.
